Certificate of compliance
Certificate of compliance is a document issued according to the rules of certification system for confirmation of compliance of quality and safety of the certifiable products or services (works) with the established requirements, operating standards, rules and Technical regulations (GOST, GOST Ð, GOST Ð IEC, ISO and others).
Obtaining a certificate of compliance is compulsory for a certain list of products (load list) and is controlled by customs authorities and trade inspections.
Issue of certificate of compliance is subject to Decree of the Federal Agency for Technical Regulation and Metrology of the Russian Federation dated July 30, 2002 ¹ 64 «Concerning nomenclature of products and services (works) subject to compulsory certification», and Technical Regulations established by the Federal Agency for Technical Regulation and Metrology of the Russian Federation.
Apart from obtaining compulsory certificate of compliance, compulsory confirmation of compliance also includes product declaration. A declaration of compliance can be issued for the products on the basis of Decree of the Federal Agency for Technical Regulation and Metrology of the Russian Federation dated July 30, 2002 ¹ 64 «Concerning product nomenclature the Compliance of which can be proved by declaration of compliance», and Technical Regulations established by the Federal Agency for Technical Regulation and Metrology of the Russian Federation.
Certificate of compliance is issued on the basis of results of tests carried out by accredited test laboratories.
LLC «ECOCERT» carries out certification tests based on its own test laboratories:
- Test laboratory «Quality Agency»
- Test center «Spektr-Ê».
Certificate of compliance of products is issued after receiving test records and can be issued for a manufacturer, contract, batch of goods or a specific serial production.
Specialists of «ECOCERT» company will offer consultations on selection of a suitable certification scheme.
The products subject to compulsory certification may also be subject to fire safety certification. In this case, in order to obtain a certificate of compliance a fire safety certificate needs to be obtained first.
Documents necessary for obtaining a certificate of compliance
Issuing certificates of compliance for domestic products:
- Application for a certificate of compliance for products (service);
- A copy of State Registration Certificate of the company;
- A copy of Certificate of registration with a tax authority;
- A copy of Trademark Certificate proving the right to use the given Trade Mark (if the applicant wants to indicate the products trade mark in the certificate);
- A copy of letter from Federal State Statistics Service;
- A copy of Statute of the company;
- Normative and technical documentation for the manufactured products;
- A copy of contract of lease of production space or a copy of a title deed;
- Copies of certificates of compliance for raw materials or copies of State Registration Certificates of the products;
- A copy of Sanitary-epidemiological conclusion certificate or Manufacturing permit of Federal Service for Consumer Rights and Human Welfare Protection;
- A copy of State Registration Certificate of the products (if necessary).
Issuing certificates of compliance for goods of foreign manufacture:
- Application for a certificate of compliance for products (service);
- Product description (technical characteristics, sphere of application, appearance);
- A copy of Trademark Certificate proving the right to use the given Trade Mark (if the applicant wants to indicate the products trade mark in the certificate);
- Copies of documents confirming quality (declaration of quality, certificate of quality from product manufacturer’s country, ISO certificate);
- Normative and technical documentation for the manufactured products (passport, operating instructions, flow sheets, figures, works’ test certificates, catalogue or booklet);
- A copy of State Registration Certificate of the products (if necessary).
Issuing certificates of compliance for goods of foreign manufacture supplied under contract or invoice:
- Application-declaration for certification;
- A copy of contract or invoice;
- Product description (composition, appearance, sphere of application) or safety data sheets for specific types of products;
- A copy of specification to the contract;
- A copy of Certificate of registration with a tax authority;
- A copy of State Registration Certificate of the company;
- A letter from applicant on designated purpose of the products;
- Copies of Certificate of quality or declarations of quality from product manufacturer. A copy of ISO certificate, if available;
- A copy of State Registration Certificate of the products (if necessary).
Certificates of compliance for products and services have effect on the whole territory of the Russian Federation.
Since July 1, 2010, certification authority «Quality Agency» is included in Unified Register of Certification Authorities and Test Laboratories (Centers) of Customs Union.
As per resolution of Customs Union Commission dated June 18, 2010 «Concerning Technical Regulation», certificates of compliance and declarations of compliance for products and services can be executed on unified forms for the Russian Federation, Belarus and Kazakhstan.
List of products subject to compulsory certification and declaration as per the regulations of Customs Union is included in the Unified list of products subject to compulsory estimation (confirmation) of compliance within the frame of Customs Union with issue of unified documents.
Each certificate of compliance issued is registered in the Unified Register of certificates of compliance of the Federal Agency for Technical regulation and Metrology of the Russian Federation and is assigned an individual number.
