Certificate of origin.
Certificate of origin – is a document confirming a country of production.
Certificate of origin is issued by the Chamber of Commerce and Industry of the Russian Federation and by Ministry of Economic Development and Trade of the Russian Federation to obtain discounted rate, duty free importation and supplementary taxation exemption.
There are several types of certificates of origin:
- Certificate of origin CT-1 – is a document issued for products exported from the Russian Federation to member countries of Agreement of Free Trade Area dated April 15, 1994. Participants of this Agreement are the countries of Commonwealth of Independent States: Russia, Azerbaijan, Armenia, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Tajikistan and Ukraine. In accordance with the Agreement of Free Trade the goods produced on the territory of above stated countries or imported to these countries have VAT discounts if these goods have the Certificate CT- 1.
- Certificate of origin of A form – is a document issued for the products exported to EU countries, USA, Canada, Turkey and products under custom preferences.
- General certificate of origin – is a document issued for the products exported to all other countries if other certificates CT-1 or A form are not required.
Documents needed to obtain a certificate of origin (CT – 1, General, Form “A”):
- Registration documents (Article of Incorporation, Certificate of Registration, Certificate of Registration with a tax authority and others).
- Contract with an importer, attachments or specification, payment documents (invoice, pro-forma invoice).
- Contract of Purchase of a product, pro-forma invoices, consignment notes for purchase of the products (if exporter is not a manufacturer).
- Documents confirming the origin of the products (Certificates of conformity, certificates of quality, sanitary-epidemiological reports, data sheets of a product and others).
- Documents confirming the right for extract and exploitation of raw materials (for extracting organizations).
- Copy of conformity certificate at re-export to the CIS countries.
- Specification, information about composition/completing units of a product, information about origin of raw materials/ component parts from a manufacturer, summary description of the technological process of production, TN VED codes of a product and raw materials/components.
- Calculation of a product prime cost, if a product consists of import components, indicate a part of import components at price ex works.
- Custom entry with custom mark (if a product is already sent).
- Packing sheet with indication of quantity, type of package, gross weight, net weight (total weight and weight of each position).
- Power of attorney when a certificate of “A” form is executed.
Certificate of origin for products is provided for each consignment of goods to send.
