Certification of product quality.
Certification of a product is an official confirmation that products, services or works conform to the state requirements, technical regulations, standards, quality and safety specifications.
Certification of product quality is divided into two kinds:
- Voluntary certification of product;
- Obligatory certification of product.
Certification of goods and services is subject to the Federal Law “On technical regulation”.
The list of goods and services subject to certification and declaration is determined by the resolution of State Committee of the Russian Federation (Federal Agency for Technical Regulation and Metrology) of the 30th of July 2002 ¹ 64 “On nomenclature of goods and services subject to obligatory certification”, “Nomenclature of product conformity of which can be confirmed by declaration of conformity” and Technical regulations approved by the Federal Agency for Technical Regulation and Metrology of the Russian Federation as well.
Certification of works, goods and services can be carried out only by a Certification Agency with a state accreditation. It is necessary to explore accreditation scope of the Certification Agency since the Certification Agency is entitled to confirm compliance of goods and services to requirements of technical regulations, standards, specifications and contract conditions only in accordance with its accreditation scope.
A certificate of conformity can be executed for lot production, piece production, serial production by contract or serial production by manufacturer.
It is the applicant who determines a certification scheme.
Certificate of quality conformity is issued for product on the basis of technical documentation and a product test protocol issued by an accredited testing laboratory in accordance with its accreditation scope.
Certification of quality as a process includes several stages:
- Statistical control,
- Acceptance testing,
- Certification of a product,
- Certification of manufacturing systems,
- Certification of quality.
Two testing laboratories operate on the basis of “ECOCERT” LLC: TL “Quality Agency” and TC “Spectr-K”.
A product that is subject to obligatory certification can also be subject to fire safety certification. In this case it is necessary to obtain a fire safety certificate for getting certificate of conformity.
“ECOCERT” company can help in obtaining the following certificates:
- Certificate of conformity;
- Fire safety certificate/ declaration of fire safety;
- Declaration of conformity;
- Ecological certificate of conformity;
- Certificate ISO;
- Certificate Euro-4;
- State registration of a product.
Since the 1st of July 2010 the certification body “Quality Agency” is registered at the Unified Register of Certification Authorities and Testing Laboratories (Centers) of the Custom Union.
According to the decision of the Custom Union of the 18th of June 2010 “On technical regulation at the Custom Union” certificates of conformity and declaration of conformity for a product can be executed in single form for the Russian Federation, Belarus and Kazakhstan. The list of products for certification and declaration can be found at the Unified List of products that are subject to obligatory valuation (confirmation) of conformity within a framework of the Custom Union with issuance of unified documents.
The cost of a product certification depends on a necessary work volume and is determined individually.
