Fire safety certificate (fire certificate).

Fire safety certificate (fire certificate) – is a document confirming compliance to demands of the Technical Regulations “Technical Regulations of Fire Security demands” № 123-FL of the 22d of July 2008. This federal law determines principal provisions of the technical regulation concerning fire safety and stipulates basic requirements of fire safety to a product, assets to be protected including buildings, structures, constructions and industrial objects, production of fire-industrial and general use.
The law of the Russian Federation of the 22d of July 2008 № 123-FL “Technical Regulations of Fire Security demands” obliges manufacturers to obtain a fire certificate. This federal law determined principal provisions of the technical regulation necessary for execution of fire certificates and stipulated basic requirements of fire safety to a product, assets to be protected:

• buildings, structures, constructions;

• industrial objects;

• production of fire-industrial and general use.

Certificate of fire safety is obligatory for obtaining certificates of conformity and other permits.

Fire certificates are issued for national and foreign products. There are two types of certificates:

1. obligatory certificate of fire safety,
2. voluntary certificate of fire safety.

Certificate of fire safety for a product is obligatory and regulated by the article 146 of the “Technical Regulations of Fire Security demands” № 123-FL of the 22d of July 2008. Certain products do not require a certificate of fire safety but a declaration of conformity of fire safety. A declaration contains the list of normative documents to assure fire safety, demands of which an applicant is obliged to fulfill, or estimations of fire risks and the list of necessary measures for assuring acceptable level of fire risks stipulated by the technical regulation.

Filing declaration of fire safety an owner assumes all responsibility for carrying out such actions. The owner is entitled to choose a method of assurance of fire safety for the objects. Filing a declaration is obligatory for preschool institutions, boarding schools, medical institutions, special institutions of social protection (homes for the aged, homes for the disabled) and others.

Certificate of fire safety is obligatory for the following types of products:

1. Electro-heating and heat producing equipment. Firstly, these are stoves: gas, electric, portable and stationary, for domestic use and for use in public catering establishments and other. This also includes electric braziers, grills, electric heaters, heating units and heating boilers (heating stoves) based on different kinds of fuels, thermal generators, garbage burners and other. A certificate of fire safety (fire certificate) is obligatory for welding blowpipes (gas, hand blowpipes), industrial gas-burning equipment, radiators, air heaters and other.
2. Electric devices (electric apparatus). This includes cables with different kinds of isolation and impregnation, heating cables (including wires), power, mine, control, optical cables, cable for blocking system and alarm system, telephone cables and others. This category also includes refrigerators and freezing units, equipment for protective blocking of electrical power supply and fairy lights.
3. Products and construction for building purposes. This also includes cable inlets and electric conductors, doors and windows, chimney flues, gas, air and other channels, ventilation systems and smoke exhaust system. A certificate of fire safety is obligatory for gates and wickets (conformity of fire barriers to the current requirements).
4. Different substances and materials. A certificate of fire safety is obligatory practically for all type of finishing and veneer. This includes PVC materials (block, plates), heating plates, lists, film materials, decorative coating for walls, ceilings, all types of panels, laid-on moldings, mineral wool, materials for sound and noise insulation, floor coating, roofing materials, carpets and others. This list also includes ducting and tubes for wires of different use and isolation for wires and cables.
5. Fire-fighting means assuring security of buildings and population. According to the technical requirements this category includes fire extinguishers of all types, generators of fire-extinguishing aerosols (stationary and portable), fire-fighting equipment, fire-fighter’s belts, carbines, ropes and other lifesaving equipment, pressure hoses of different types. This list also includes fire-hose nozzles (monitors, foam, hand nozzles), fire armature (water headers, grids, coupling heads), valves, foam generators and foam mixers, instruments for fire-fighting works, pressure columns, compression units, personal protective equipment (coveralls, helmets, respirators, masks), different modules and reservoirs. Thus, certificate of fire safety is obligatory for fire engineering services.

The documents required for certificate of fire safety of imported products:

1. Documents and reports of earlier examination of the product for conformity to fire safety code (if there are any).
2. Description of the imported product and technical parameters.
3. Copy and original of registration certificate.
4. Copy and original of certificate of registration with the tax authority.
5. Copy and original of the contract for import of the declared product to the Russian Federation and available certificates.
6. Application filled in accordance with the established form.
7. A certificate of fire safety is executed on the basis of documents submitted by the applicant.

The documents required for certificate of fire safety of domestic products:

1. Documents and reports of earlier examination of the product for conformity to fire safety code (if there are any).
2. Documents confirming a proprietary right for the declared certified product or lease documents.
3. Documents containing description of technical characteristics of the product, its manufacturing processes and performance specification of the product.
4. Documents confirming compliance to technical regulations of production, working instructions and statutory regulations.
5. Certificate of registration and certificate of registration with the tax authority
6. Application filled in accordance with the established form.

Authorities accredited for fire safety certification.
Certificates of fire safety are issued by the authorities that are included at the structure of EMERCOM of Russia. These authorities are authorized bodies and take decision about conformity of a product to the current standards of fire safety. A manufacturer or importer obtains a fire certificate on the basis of the accredited authority’s decision.
