Sanitary-epidemiological conclusion validity period is 5 years. In certain cases a validation period can be reduced. All products relating to the human beings are subject to sanitary-hygienic certification. More detailed information can be found in the Law of 21.11.2005 ¹776 on "Sanitary-hygienic examination of activities (work, services), products, designed documentation” and its five appendixes. Nevertheless the list of products subject to sanitary-hygienic certification is not quite precise. Therefore it’s not always clear whether it’s necessary to obtain sanitary-epidemiological conclusion or not. This ambiguity may cause problems for importing companies during registration of cargo at custom house. The list of products subject to obligatory sanitary-hygienic certification is represented below, but it’s better to apply to specialists who will say for sure whether you need a conclusion. 
Some products can be examined only by the Federal Service for consumer rights and human well-being surveillance (former Department of Sanitary-Hygienic Regulation of the RF Ministry of Health). These products include biological and food additives, products for medical purposes, household chemical goods in aerosol and other goods. See a full list of products here.
If necessary sanitary-hygienic certificate can be supplemented by Appendix where regional or other departments of the Federal Service for consumer rights and human well-being surveillance specify manufacturer’s plants, marking and models of the product, special conditions of usage etc.
The peculiarity of sanitary-hygienic certificate on blue form is that its Appendix may have an unlimited number of manufacturer's affiliates.
Sanitary-hygienic certificate is issued by the Federal Service for consumer rights and human well-being surveillance (The Enactment of the Russian Federation of 30 June, 2004 no. 322 confirms the provision about the Federal Service for consumer rights and human well-being surveillance). The certificate is issued after product examination (manufacturing conditions, specifications), based on test reports, examination of normative documents and submitted documents. Hygienic characteristics of the product obtained after testing or on basis of maximum permissible concentration value are specified on the reverse side.
Such form of sanitary-hygienic certificate is used for products indicated in Appendix no. 5 to RF Order no. 776 of 21 November 2005 issued by the Federal Service for consumer rights and human well-being surveillance "On sanitary-hygienic examination of products”. The peculiarity is that affiliates of manufacturing company are joined based on EEC countries and on regional characteristics.
Nowadays it takes more time and money to obtain a sanitary-hygienic certificate than before.

- Name of manufacturing company;
- Address;
- Subsiduary (if there is any);

- Field of application;
- Some types of products may require samples and safety sheets.
For foreign manufacturer (Recipient is a Russian company, i.e. Sanitary-hygienic certificate is issued for a contract):
- Contract;
- Taxpayer Identification Number, Primary State Registration Number, Russian Business and Organization classification;
- Stamp;
- Name and address of manufacturer;
- Subsiduary (if there is any);
- Name of product;
- Field of application;
- Some types of products may require samples and safety sheets.
