It’s a document which assures product conformity to the safety requirements. According to "Nomenclature of products the conformance of which can be assured by conformity declaration" legislated by the Federal Agency of Technical Regulating and Metrology (GosStandard) Conformity declaration is mandatory. A new Federal law "On technical regulating” states that requirements of earlier adopted normative documents (GOST, Sanitary Regulations and Standards, Construction Norms and Regulations ect.) conforming to technical regulating aims are obligatory before adoption of new technical regulations. This also includes federal laws and governmental acts on technical regulating, in whole or in part maintaining their force according to temporary exclusions or transitional provisions of the Law.
