Permission of Rostekhnadzor for application
The permission of Rostekhnadzor for application of equipment, technical devices and materials is a document permitting application and operation of equipment of home and foreign manufacture at the hazardous industrial facilities.
The permission of Rostekhnadzor for application is granted in accordance with the decree of the Government of the RF ¹ 401 of July 30, 2004 by the Federal Service for Environmental, Technological and Nuclear Supervision - Rostekhnadzor.
Hazardous industrial facilities include facilities in accordance with the Federal Law ‘On industrial safety of hazardous industrial facilities’ ¹ 116 of June 20, 1997.
The list of equipment, technical devices and materials that require the permission for their application is regulated by the Order ¹112 of the Federal Service for Environmental, Technological and Nuclear Supervision (Rostekhnadzor).
The permission for application is executed for equipment and technical devices:
- working under pressure;
- for gas consumption and gas distribution;
- for petrochemical and oil-refining industry;
- for metallurgical and coke and chemical production;
- for main pipeline transport.
Grant of permissions for application of equipment of foreign manufacture.
For equipment, technical devices and materials of foreign manufacture the permission of Rostekhnadzor for application is granted according to the standard procedure.
In case of non-compliance of technical devices of foreign manufacture with the requirement of industrial safety of the Russian federation, it is necessary to provide recommendations on amendments of technical documentation, installation of protective devices and safeguards etc., to ensure safety of application of such devices.
Period of validity of the permission for application.
The permission for application is valid for one year, three years or during the operating life of equipment and on the whole territory of the Russian Federation.
Documents necessary for obtaining permission of Rostekhnadzor for application:
- Application, signed and sealed by the head of the organization.
- Registration certificate, TIN.
- Technical documentation (technical conditions, Technical device certificate, Operations manual, Instructions for assembly/dismantling).
- Test certificates.
- Certificates of compliance, fire safety certificates, ISO certificates.
Expert examination of industrial safety.
Expert examination of industrial safety is expert assessment of compliance of the industrial facility with safety requirements, without which it is impossible to obtain permission of Rostekhnadzor for application.
Expert examination of industrial safety may be carried out by the organization having a license of the Federal Service for Environmental, Technological and Nuclear Supervision – (Rostekhnadzor) for this type of activity.
