Who registries specifications?
Reply: Specifications can be registered only by regional organizations accredited by the Federal Agency on Technical Regulating and Metrology.

What do specifications contain?
Reply: Specifications structure is established in GOST-R 2.114–95 “Unified system for design documentation”. According to the indicated standard specifications must contain the following sections in the given order:
•introduction;
•technical requirements;
•safety requirements;
•environment control requirements;
•rules of acceptance;
•control methods;
•transportation and storage;
•operation directions;
•manufacturer's warranty

What is necessary for development of specifications?
Reply: •manufacturer’s code (Russian Business and Organization Classification);
•product name, list of modifications;
•list of CKD parts;
•process description;
•table of engineering data;
•order, terms of representation and acceptance of product by Technical Regulating authorities of manufacturing company;
•test control methods;
•packing methods, packing material, list of documents contained in a package;
•transportation (types of transport, transport vehicle, transportation parameters);
•storage conditions;
•operation conditions;
•warranty period.
Terms and cost for specification development are defined individually and depend on product type and available documentation.

What’s the purpose of specifications?
Reply: Specifications are necessary for the following:
•manufacturing of product (material, substance), if there are no other normative documents;
•certification;
•to obtain Rostekhnadzor sanitary-hygienic certificate. Specifications are developed by decision of manufacturer or on request of customer for one product (material, substance) or several products (materials, substances). Specifications set product requirements if there is no other technical (design) documentation. Specification must contain a full number of requirements to product, its production, control and acceptance. Specification requirements are defined by the designer but they must not conflict with technical regulations or standards for this product.
Besides specification is the main document which is considered during sanitary-hygienic evaluation carried over by authorized departments of the Federal Service for consumer rights and human well-being surveillance (Rostekhnadzor).

We are going to produce sweets according to GOST, also we want to use GOST formulation. GOST formulation contains essence which is not on sale now, only aromatizers are available. Will we violate GOST if we mention aromatizers instead of essence on the wrapping?
Reply: GOST production implies full conformity to GOST formulation. If you can’t follow this norm you may produce sweets according to specifications. If you deviate from GOST formulation you won’t be able to obtain either Conformity declaration or sanitary-hygienic certificate.

What is the code (Russian classification of Products) for aromatized sweet wine (vermouth) certified according to GOST-R 52195-2003? GOST contains 917150 code, but certificate contains 917100 code. Is it a violation?
Reply: 917150 code - aromatized wine. 917100 code - grape wine. Indication of 917100 code is not a violation as product classification (Russian Classification of Products) can be completed on the third, fourth or fifth stage of division.

What’s the difference between Conformity certificate and conformity declaration? Is conformity certificate obligatory in case conformity declaration is available? The product is vegetables.
Reply: Most of vegetables are subjected to obligatory avowal. Conformity declaration is a document in which Russian manufacturers (sellers, executors) assure that the product supplied or sold by them conform to normative documents set for avowal of this product. Declaration of conformity accepted by Russian manufacturer (seller, executor) must be registered in certification body. Vegetables are not subjected to certification in GOST-R system. Therefore no matter whether you have a declaration or not it’s not necessary to receive a certificate. You may obtain optional Voluntary certificate for this product.

Is it necessary to convert Certificates of conformity for dairy products according to requirements of technical regulations?
Reply: Yes, it’s necessary to convert the certificates if your product was manufactured after Federal Act no. 88 of 12.06.08 had come into effect.

Is it necessary to obtain Russian veterinary certificate for Ukraine cheese if Ukraine certificate is available? If yes, which document proves it?
Reply: Yes, you should convert Ukraine certificate into Russian veterinary certificate.
