We are going to import baby food from Ukraine (juice and mashed potatoes in glass). We have
received the certificate in GOST system. Whether it is necessary to obtain the certificate of conformity to sell
production or it is enough to have certificate of the state registration?

Kindly tell me what to do if customs station demands “yellow” certificate for a product which is not subjected to obligatory certification.
Reply: Two ways are possible. The first one is to apply to our company. We will help you to obtain an exemption letter for your product. The second one – to get an official letter at the customs station addressed to the head of our company and we will send it to the Federal Agency on Metrology. On receiving an answer we will take a decision.

Is it true that Certificates of conformity may have different colours?
Reply: Yes, it is. Certificates of conformity are differentiated according to the colour: "yellow, blue, red, green".
Yellow: for objects subjected to obligatory certification;
Blue: for the rest of the products, which are not included into the lists of products subjected to obligatory certification. Such products can be certified on voluntary basis. This group also includes products used in construction.
Red: certificates of fire security,
Green: sanitary-hygienic certificates and others.

What is voluntary certification and what is its purpose?

What’s the difference between Conformity declaration and obligatory certification?
Reply: Certification procedure remains the same plus registration of Conformity declaration. It’s necessary to obtain voluntary Conformity certificate;
Applicant for Conformity declaration bears all responsibility for conformity of product to normative documents;
Declaration of conformity is valid for about 10 years, maybe more. But it’s necessary to obtain voluntary Certificate of conformity once for three years and sanitary-hygienic certificate once for 5 years.

What is Conformity certificate for serial production?
Reply: Conformity certificate for serial production with validation period up to three years can be issued by expert organization accredited by the Federal Agency on Technical Regulating and Metrology. This certificate can be obtained by foreign manufacturing companies or by vendors supplying to the Russian market. After study of product manufacturing process and laboratory tests expert commission decides whether it’s possible to issue conformity certificate for serial production. It takes less time to decide if the company has ISO Quality certificate. Certification body has a right to carry out annual control inspection of production line. Therefore the company applying for a certificate bears expenses connected with expert’s visit to the plant.

Is it possible to certify cable products as indicated in schemes 2, 3, 9?
Reply: According to "Regulations of electrical equipment certification” and “Order of cable products certification” approved by the State Standard, obligatory certification of cable products is held according to scheme 3a or 5 for serial production and according to scheme 7 for a batch of products. Scheme 3 includes testing of standard sample in accredited testing laboratory and further inspection control of certified product. This scheme doesn’t provide objective estimation of product quality as testing is carried over with standard samples. These are short samples which don’t allow to reveal all defects resulting from unstable technology. In real conditions produced and used cables have got certain length: from several meters to tens and thousands kilometers. Often when analyzing production conditions (scheme 3) and controlling production stability certification bodies find out that some companies don’t provide proper conditions for stable production. The most characteristic reasons is nonuniformity of supplied materials, which requires tightening of control procedures; lack of necessary equipment and gages for acceptance tests, lack of areas for defected parts, lack of normative and design documentation, including documents for maintenance of process equipment. Scheme 3a provides an addition to scheme 3 – analyzing production of certified products both when issuing a certificate and during inspection control. In case of positive results of production analysis it’s allowed to examine manufacturer’s test reports during inspection control. Thus manufacturer’s expenses for product certification may be greatly reduced.
