Vehicle safety construction certificate

Vehicle safety construction certificate is a document confirming compliance of a manufacturable single vehicle item with the requirements of Technical Regulations «Concerning Safety of Wheeled Vehicles» approved by the Decree of the Government of the Russian Federation on September 10, 2009 N720.

Single vehicle is a motor car, bus, trolley bus, special-purpose passenger vehicle, motor lorry, special or special-purpose, trailer or semitrailer for motor cars or motor lorries, motorcycles, scooters or all-terrain vehicles, moped, motor bicycle, mokik, motorcycle, scooter, tricycle, all-terrain-vehicle.

Single vehicle

In accordance with Technical Regulations on safety of wheeled vehicles, a single vehicle is:

  1. A vehicle manufactured in the Russian Federation in conditions of serial production, the construction of which was modified on an individual basis before release for circulation (that is, before formalizing a certificate of title for the vehicle). Its proprietor is manufacturer. The confirming documents for obtaining a vehicle safety construction certificate are vehicle type approval issued to the manufacturer for a specific model, and description of the implemented modifications signed by the manufacturer.

  2. A vehicle manufactured in the Russian Federation on an individual basis from an assembly set. The proprietor is a legal or an individual body or an individual entrepreneur. To obtain a vehicle safety construction certificate, a confirmation of proprietary rights for assembly set is necessary.

  3. A vehicle which is a result of individual technical creativity. The applicant must provide documents confirming the proprietary rights for the main purchased components (for example, engine or transmission) and description of the construction which will allow to confirm safety of construction of the vehicle.

  4. A vehicle imported in the Russian Federation by an individual for his own needs.
    As per the definition of Customs Code of the Custom Union, a vehicle for personal use is an auto-, motor-vehicle, trailer, water carrier or aerial vehicle with its spare parts and its regular accessories and equipment, oil and lubricants and fuel contained in its regular tank, which is owned or held by an individual who transports this vehicle across the customs border solely for personal advantage, but not for transportation of persons for remuneration, industrial or commercial transportation of goods for remuneration or free of charge. (article 351 of chapter 49 of Customs Code of the Custom Union).

  5. A vehicle imported in the Russian Federation from amongst vehicles that were earlier permitted for participation in road traffic outside the Russian Federation. To confirm safety compliance of vehicle (construction) with the established norms, documents confirming registration in the country of previous registration are necessary.

  6. A vehicle released for circulation from amongst vehicles that were earlier supplied via State defence order (that is, for example, disposable supplies of military units).
    Important! Please be noted that a new vehicle (that is a vehicle not permitted earlier for participation in road traffic outside the Russian Federation) imported by a legal body or an individual entrepreneur in quantity of one piece is not a single vehicle and requires formalization of Vehicle type approval.

Estimation of safety construction compliance of a single vehicle is carried out according to the scheme as follows:

  • Filing an application for carrying out an estimation of vehicle compliance to an accredited test laboratory which carries out an estimation of compliance of single vehicles.
  • Accredited test laboratory reviews documents submitted by applicant and makes a decision on the application;
  • Identification of single vehicle;
  • Checking whether the requirements provided for by technical regulations are met by carrying out a technical expertise of construction of the given vehicle, and its tests, if necessary;
  • Preparation of protocol of technical expertise of vehicle construction including the results of tests carried out;
  • Execution of vehicle safety construction certificate and transferring it to applicant.

Execution of vehicle safety construction certificates is carried out for different vehicle categories according to clause 75(1) of Technical Regulations:
For buses, trolley buses (categories Ì2, Ì3), lorries, special and special-purpose cars (categories N2, N3), trailers and semitrailers (category Î) since September 23, 2010.

For motor cars (category Ì1), lorries with full weight up to 3,5 tons (category N1), motorcycles, scooters and all-terrain vehicles, mopeds, motor bicycles, mokiks, motorcycles, scooters, tricycles, all-terrain vehicles (category L) since July 1, 2011.

Main documents required for confirmation of vehicle construction safety.

The main documents that need to be submitted to accredited test laboratory are listed below (Appendix 11 to Technical Regulations on safety of wheeled vehicles):

Estimation of compliance in the form of technical expertise of a single vehicle construction

In order to obtain a vehicle safety construction certificate, an applicant submits the following documents to an accredited test laboratory:

  1. An application for carrying out an estimation of vehicle compliance in the form established by accredited test laboratory, which should contain the following information: applicant’s name, information necessary for signing an agreement for the performance of works on compliance estimation, vehicle name and reference designation, vehicle identification number, name of vehicle manufacturer;
  2. Document of identification of applicant;
  3. Title deed of ownership or use and (or) disposal of vehicle;
  4. For vehicles that are result of individual technical creativity, a document on vehicle identification number assignment;
  5. General technical description of vehicle to the extent necessary for execution of a vehicle safety construction certificate in accordance with the form provided in Appendix N 15 to Technical Regulations;
  6. Evidentiary materials that confirm compliance with Technical regulations requirements.

Supplementary materials are:

  • copies of certificates for components;
  • construction or other technical documentation according to which the product is manufactured;
  • figures of original items and flow sheets of their manufacture process.

Supplementary documents

Supplementary package of documents for estimation of compliance of vehicle manufactured with use of a vehicle the compliance of which with technical regulations requirements was earlier confirmed, for execution of vehicle safety construction certificate:

  1. technical description containing the list of modifications implemented in the construction of base vehicle;
  2. construction or other technical documentation for the modifiable parts of construction of vehicle;
  3. document on coordination of construction with the holder of original copy of construction documentation for base vehicle confirming the possibility of constructional application of base vehicle in new development or a conclusion of base vehicle manufacturer on the possibility of its use for the modified construction (if available);
  4. a copy of vehicle type approval for base vehicle (if available).
